A CARE home in Stretford has been branded inadequate twice in less than a year by the Care Quality Commission.
Derby House, which cares for people with dementia, was first investigated by the health watch dog in April 2017 following a death in the home and was placed in special measures.
Seven months later in November, it was deemed ‘inadequate’ for a second time and could face shutting down unless urgent action is taken.
The CQC report stated that insufficient improvements had been made following the previous inspection - it said there were continual breaches to recruitment, medication management, infection control and prevention, staffing training, consent to care and governance systems.
Inspectors said that the home had "lack of suitable facilities for the decontamination of domestic cleaning equipment and bed/commode pans" this meant that people were at risk of infection.
There were concerns over doors being wedged open with wooden blocks and fire drills were not carried out
regularly.
They said: "50 per cent of staff, including two new recruits had not completed safeguarding training. This meant that people may be put at risk because staff lacked the necessary knowledge and understanding of what abuse was and their responsibility in reporting these concerns."
Staff had also not received relevant training to understand the requirements of the Mental Capacity Act in general, and DoLS. New members of staff had also not had any training in dementia awareness and fire training
It was noted that there were no choices at meal time and that cooking skills could be improved.
Inspectors also said that not much meaningful activity was taking place throughout the day that was important to people living in the home.
However, staff were praised for good interactions between people and staff. Inspectors said it was clear staff knew people well and there was good communication between staff members.
People in the home said that staff treated them with respect and dignity.
The home will be inspected again in another six months.
